Call for Papers
Global education has witnessed a remarkable growth and change in higher education recently. There exists an increasing competition on the global arena among higher education institutions (HEIs) in terms of training quality. The competition requires that a greater concern should be paid to the role of HEIs in terms of organization and structure, curriculum improvement, student recruitment, personnel development, evaluation and resource allocation. This fact has urged HEIs to be more independent and accountable, and to be able to diversify external and internal resources for their institutional development, thus leading to inevitable decentralization in higher education.
SEAMEO Regional Training Center is privileged to convene an international conference on “Decentralization in Higher Education from a Global Perspective: Implications for Vietnam and the Region” in the hope that this event will serve as a major forum for the presentation of innovative ideas, approaches, best practices, and research findings in the area of decentralization in higher education. The conference will also provide an opportunity for the exchange of information and network building among educational leaders, researchers, educators, administrators and practitioners.
The main theme of the conference is decentralization in higher education from global perspectives and its implications for Vietnam and the region. Through the knowledge and expertise shared and best practices, experiences and lessons presented, this educational conference is expected to make contribution to improving the quality of higher education not only in Vietnam but also in the region which currently confronts a wide variety of challenges and opportunities where decentralization is in operation.

- Quality Assurance and Accreditation.
Conference Objectives
- To provide a forum for educational administrators, educators to share theories, practices and lessons learned, and to present their research as well as to exchange information and insights on the decentralization in higher education and its related subthemes;
- To share the best practices and lessons learned on how decentralization impacts the their institution’s development;
- To promote collaboration and cooperation among educational institutions at national, regional, and global levels through networking activities at the conference

Abstract and paper submission
The Organizing Committee is inviting the submission of abstracts and papers including the brief biographies of the writers/authors by the deadline indicated below. Content of the paper should be related to the theme or any sub themes of the conference.
Guidelines for Papers
Papers should include a title, author’s names and affiliations of all authors. We also require a postal address, telephone number and e-mail address of the authors. The paper should be submitted by April 30, 2010 (including references, notes, and tables, if any). The font should be Times New Roman. Only the title should be in 14pt font, centered and in bold. The name and affiliations of all authors should be centered, but not in bold. The rest of the text should be in 12pt and the length of the paper should not exceed 10 pages.
Abstracts
You are invited to submit the abstract of not more than 350 words electronically to doe@vnseameo.org, using Microsoft Word. The abstract should carry the title of the paper, the name(s) of the author(s). The font should be Times New Roman, in 12pt.
A panel of experts will review the abstracts and will confirm the abstract acceptance 10 days after receiving it. Full papers should be submitted by the deadline indicated below.
Biographies
Biographies should be brief, not exceeding 100 words, and should be submitted electronically with the abstract to doe@vnseameo.org, using Microsoft Word. Biographies will be printed in the conference booklets.
Registration and Fee
Registration is very simple and you can register either on line or via email. Please complete the registration form which can be found on our website for the conference.
The registration fee is as follows:
Early Bird registration (Before March 31, 2010): 200USD
Regular registration: 250USD
The registration fee is to cover conference materials, lunches, tea breaks, and conference certificates.
